Former Kimball city councilman sentenced to prison

A former Kimball city councilman found guilty of attempted first-degree sexual assault of a 14 year old developmentally disabled child was sentenced to 14 to 20 years in prison today(Monday). Scott Haun entered a no contest plea in April to the alleged abuse which occurred September 3rd at the boy's home in rural Scotts Bluff County.

Prior to handing down the sentence, Scotts Bluff County District Judge Randy Lippstreu said children are among the most vulnerable members of our society and it is up to the court to protect them.

Haun asked for probation in the case. Haun said he needed to work to provide an income for his household. He told the court he had not "minimized the incident" saying "it had consumed him 24/7" since it had occurred. Haun apologized to his family and the family of the victim for what they had gone through because of the situation.

Haun's attorney Don Miller of Sidney also asked for probation, citing Haun's lack of a criminal record, his low risk to re-offend and what he called a "momentary lack of judgment while under the influence of alcohol."

But Scotts Bluff County Attorney Doug Warner said there was no justification for what Haun did, citing the age discrepancy and the fact the boy was mildly retarded.

Haun could be eligible for parole in seven to ten years with good behavior.
